Loan for Factory Construction in Tamil Nadu: MSME Funding, PMEGP and TIIC Basics for Factories, Warehouses and PEB Sheds

Quick answer: A new factory, warehouse or PEB shed in Tamil Nadu is usually funded through a business term loan, sometimes with support from government schemes. PMEGP offers a margin money subsidy for new micro units within set project-cost limits (land is not included). TIIC, a Government of Tamil Nadu undertaking, funds land, machinery and building construction and acts as a nodal agency for some subsidies. Scheme terms change, so always confirm with the official office before you plan around them.
Scheme terms change. The scheme details below are summarised from official sources as of 17 October 2026. Eligibility, limits and subsidy rates are revised from time to time. Confirm current terms with the official office (KVIC, DIC, TIIC or your lender) before making decisions.
Infraura is a builder, not a lender, and does not arrange loans or handle loan paperwork. Loan terms differ between lenders and change over time, so confirm the details of your own loan with your lender before you plan around them.
Factory owners and first-time manufacturers often ask how to fund a building: “how to get a PMEGP loan”, “who is eligible for an MSME loan”, “TIIC loan schemes”. This guide gives a plain overview of the main routes from official sources, and explains how to plan the building so the funding application rests on a realistic scope. Infraura supplies and erects pre-engineered steel buildings in and around Coimbatore; we are not a lender.
How factory and shed construction is usually funded
- Business term loans from banks and financial institutions, assessed on the project, the promoter’s contribution and the business’s records.
- Government-supported schemes, such as PMEGP for new micro units, and state schemes routed through agencies such as TIIC and the District Industries Centre.
- The promoter’s own contribution, which every route expects in some form.
Commercial construction finance is generally structured around a project report, with money released as the project progresses. Ask your lender how it will release funds for the building.
PMEGP: what the official sources say
The Ministry of MSME’s PMEGP page (accessed 17 October 2026) describes PMEGP as a credit-linked subsidy programme. For new micro enterprises:
| Point | As stated on the official page |
|---|---|
| Maximum project cost | Rs. 50 lakh (manufacturing); Rs. 20 lakh (business/service) |
| Own contribution | 10% of project cost (general category); 5% (special category) |
| Margin money subsidy, general category | 15% urban, 25% rural |
| Margin money subsidy, special category | 25% urban, 35% rural |
| How to apply | Online through the PMEGP e-portal, with help from KVIC, KVIB and DIC offices |
The PMEGP e-portal FAQ adds that the cost of land cannot be included in the project cost, and that the project cost is made up of capital expenditure and working capital. Special category, rural area definitions, the negative list and other conditions are set out in the scheme guidelines. Read them in full, and remember that the building is one part of a business project, not a standalone item.
TIIC: Tamil Nadu’s state financial corporation
According to TIIC’s FAQ (accessed 17 October 2026):
- TIIC provides financial assistance to industries for purchase of land, machinery and construction of buildings, through term loans under various schemes.
- It acts as a nodal agency for various Central and State government incentives and subsidies, including capital investment subsidy depending on area, product and category.
- For the State’s New Entrepreneur-cum-Enterprise Development Scheme (NEEDS), applications are made online and processed by the District Industries Centre.
- The promoter’s contribution varies by scheme.
Check the scheme pages and speak to the nearest TIIC branch or DIC for current terms.
Plan the building before you write the project report
A funding application is only as good as the building scope behind it. Settle these first:
- Process and layout. Machinery footprint, material flow, storage, loading and future expansion decide the building’s size and shape.
- Structure type. Pre-engineered steel buildings suit most factories, warehouses and sheds because they are designed for the job and erected quickly. Infraura supplies and erects PEB structures; see our industrial roofing and PEB services.
- Clear height, spans and loads. Crane beams, mezzanines, racking and roof-mounted equipment must be designed in, not added later.
- Roof and walls. Sheet type, insulation, ventilation and daylight panels affect comfort and running costs. Compare roofing options before you finalise the design; see our roofing services.
- Civil works. Foundations, floor slab, drainage, internal roads and compound wall are often under-budgeted. Make sure they are fully scoped and priced in the project report. See our construction services.
- Security and IT. Plan CCTV and network cabling routes with the building, not after.
Our guides to warehouse construction with PEB and PEB shed cost per sq ft explain the design choices and what drives cost.
Questions to ask the scheme office or lender
- Is my project eligible, and how is the building cost treated?
- What promoter’s contribution is required?
- How and when will money be released for construction?
- What approvals must be in place before release?
- What are the current scheme limits and conditions?
Frequently asked questions
Can I get a loan to build a factory or PEB shed?
Yes, factory and shed construction is commonly financed through business term loans from banks and financial institutions, and in some cases through government-supported schemes. What you can get depends on the project, your business records and the lender's assessment.
Does PMEGP cover the cost of land?
According to the PMEGP e-portal FAQ, the cost of land cannot be included in the project cost. Check the current guidelines on the official portal before you plan.
What is the maximum project cost under PMEGP?
The Ministry of MSME's PMEGP page states a maximum project cost of Rs. 50 lakh for new manufacturing units and Rs. 20 lakh for service units, with higher limits for upgrading existing PMEGP or MUDRA units. Scheme terms change, so confirm with the official office.
What does TIIC do?
TIIC is a Government of Tamil Nadu undertaking. Its FAQ says it provides financial assistance to industries for purchase of land, machinery and construction of buildings, and acts as a nodal agency for various Central and State government subsidies.
Does a shed alone qualify for a subsidy scheme?
Schemes generally fund a viable business project, of which the building is one part, rather than a building on its own. Read the scheme rules and ask the implementing office how building costs are treated.
When should I involve the builder?
Early. Your project report needs a realistic building scope and cost, and the building design depends on your machinery, process, crane and storage needs. Plan the building and the funding together.
