Construction Loan Documents: What Lenders Usually Ask For, From the Approved Plan to Estimate and Valuation

Quick answer: Lenders usually ask for three groups of papers for a house construction loan: personal and income documents, property documents (title, patta, encumbrance details) and project documents (the approved building plan and a cost estimate). The lender then runs its own checks, usually a legal opinion on title, a technical valuation and site visits during construction. Lists differ between lenders, so ask yours for its checklist in writing.
“What documents are needed for a construction loan?” is one of the most searched loan questions before people start building. Homeowners also ask whether a loan is possible without plan approval, what a “legal opinion” is, and what the bank’s valuer actually checks. This is a plain educational checklist so you know what to expect and can get your papers in order early.
Infraura is a builder, not a lender, and does not arrange loans or handle loan paperwork. Loan terms differ between lenders and change over time, so confirm the details of your own loan with your lender before you plan around them.
1. Personal and income documents
- Identity and address proof for each applicant and co-applicant.
- Income proof. For salaried people, this usually means salary slips, employer details and bank statements. For self-employed people, lenders usually ask for business records, tax returns and bank statements covering a longer period.
- Details of existing loans and EMIs.
- Photographs and the lender’s application form.
2. Property documents
For a plot in Tamil Nadu, these commonly include:
- The sale deed, and earlier deeds in the chain of title where asked.
- Patta and related land records showing ownership.
- An encumbrance certificate showing whether there are charges on the property.
- Layout approval for the plot, or regularisation details for older plots.
- Latest property tax receipt, where there is an existing building.
The lender’s advocate uses these to give a legal opinion on whether the title is clear and the property can be mortgaged. Mismatches between deeds and land records are a common cause of delay, so check them yourself first.
3. Project documents
The approved building plan
RBI’s Master Circular on Housing Finance (2 April 2024, accessed 17 October 2026) says that when a plot owner approaches a lender for a loan to build a house, a copy of the plan sanctioned by the competent authority must be obtained before the loan is sanctioned. In Tamil Nadu, approval is applied for online through the state’s single window system. Our guide to building plan approval in Coimbatore explains the steps.
The construction cost estimate
Lenders generally want to see what the house will cost before deciding how much to lend. A useful estimate is itemised by stage or work type (foundation, structure, masonry, roofing, plastering, flooring, electrical, plumbing, doors and windows, finishing) and states the specification. Ask your lender what format and detail it expects. Our house construction cost guide explains what a good quote should include and what is often left out.
Undertakings
The same RBI circular says the borrower should give an affidavit-cum-undertaking to build strictly as per the sanctioned plan and to obtain the completion certificate within three months of completing construction.
4. The lender’s own checks
| Check | Who usually does it | What it looks at |
|---|---|---|
| Legal opinion | An advocate on the lender’s panel | Title, chain of documents, encumbrances |
| Technical valuation | An engineer or valuer appointed by the lender | Land, the proposed construction and its cost |
| Stage inspections | The lender’s architect, engineer or representative | Progress, and whether construction follows the sanctioned plan |
RBI’s circular says an architect appointed by the bank should certify at various stages that construction follows the sanctioned plan. Lenders generally charge fees for these checks; ask what they are up front.
Common reasons files get stuck
- Names, survey numbers or extents that do not match across deeds and land records.
- Missing layout approval or plan approval.
- A cost estimate that is vague or does not match the approved plan.
- Construction on site that differs from the sanctioned plan.
- Income records that are incomplete, especially for self-employed applicants.
Keep the build in line with the paperwork
Once the loan is running, what happens on site matters as much as the papers. A build that follows the approved plan, keeps to a stage-wise schedule and has clear records of what was spent avoids most surprises at inspection time.
- Make sure your builder works to the approved drawings, and ask for a stage-wise work schedule. See our construction services.
- If you are using your own contractor, a project management consultant can check that work follows the drawings and verify bills before you pay.
- Plan interiors early so finishing does not drag on; see our turnkey interiors page.
Frequently asked questions
What documents are usually needed for a house construction loan?
Most lenders ask for identity and address proof, income documents, property title papers, the approved building plan and a cost estimate for the construction. Each lender has its own list, so ask for it in writing before you apply.
Do I need an approved plan before getting a construction loan?
Generally yes. RBI's housing finance instructions say that when a plot owner seeks a loan to build, the lender must obtain a copy of the plan sanctioned by the competent authority before sanctioning the loan.
Can I get a home loan without plan approval?
Lenders generally look for approval, and building without it also creates legal and resale risks. Get the plan approved before you start.
What is a legal opinion in a home loan?
It is the lender's check of your property title, usually by an advocate it appoints, to confirm that the title is clear and the property can be mortgaged.
What is a valuation in a home loan?
It is the lender's own assessment of the property and the construction, usually by an engineer or valuer it appoints. The valuation influences how much the lender will lend.
What is the completion certificate condition?
RBI's instructions say borrowers building with a housing loan should give an undertaking to build as per the sanctioned plan and to obtain the completion certificate within three months of completing construction. Ask your lender how it applies this.
